Biographical Text
Bill Campbell is a senior military advisor at BAE Systems, Inc. in Arlington, Virginia. He served earlier as Vice President and General Manager, Information and Communications Networks and as Vice President, Advanced Network Systems at BAE Systems, Inc. in Reston, Virginia. He established and led a new business area focused on the design and delivery of systems-level solutions for the Nation’s war-fighters and executed contracts supporting the US Army, US Navy, US Air Force, and several Defense Agencies. He also expanded business in the international market and provided NATO-compliant command, control, and communications solutions for new NATO member nations in Eastern Europe.
Prior to joining BAE Systems, Inc., he was the University of California’s Chief Information Officer (CIO) and Associate Vice President, Information Resources and Communications. He served in the office of the president of the university system with responsibility extending through ten campuses, five medical centers, and three national nuclear laboratories.
His military career culminated with duty as the Army’s Director of Information Systems for Command, Control, Communications and Computers (G6), the CIO of the US Army, and as a Military Deputy to the Army Acquisition Executive.
He served in operations and military intelligence assignments in the United States, Korea, Germany and Vietnam, with command tours from company through brigade. His General Officer assignments included positions in research and development (R&D) and systems acquisition, with ten years in Program Executive Officer jobs. He represented the US Army on NATO R&D committees, led the Army’s campaign to improve computer security, and initiated the Army’s biometric identification program. He also directed the Advanced Precision Strike Demonstration Program and served as the Systems Architect for the advanced war-fighting experiments that transformed the US Army to a digitized force.
He earned a Bachelor of Science degree from Saint Norbert College in De Pere, Wisconsin, and an MBA (computer science concentration) fromTexasTechUniversity. He is a graduate of the Army Command and General Staff College and the Naval War College.
He has served on the Army Science Board continuously since 2002. He also served as a consultant to the Defense Science Board for two major studies and co-chaired a National Academy of Sciences study on the acquisition of information technology systems in DOD. He is a past member of the Federal and DOD CIO Councils, DOD’s Military Communications and Electronics Board, Microsoft’s Global Executive Roundtable, Dell’s Platinum Council, the Bay Area Regional Technology Alliance, the National Science Center Advisory Board, and the California Information Technology Commission.
